Why can’t America solve its homelessness crisis?

A lack of affordable housing is contributing to an increasingly visible homeless crisis in the United States, prompting cities like New York and Los Angeles to declare emergencies. The Federal Home Loan Mortgage Corporation, known as Freddie Mac, estimates the country needs an additional 3.8 million housing units. Homeless shelters overflow in many places and that means those with criminal records and mental health issues are more likely to end up on the streets.
