Resource Guide

The COVID-19 pandemic is an unprecedented time, with many people experiencing losses to key programs, services and information. However, there are many resources available to help you stay updated and connected. Here is a list of helpful links to resources and information, which we will continuously update through the duration of COVID-19.

General

If you are recently released from jail or prison:

The Fortune Society’s Long Island City services are operating remotely via video and telephone, with some programs accepting new intakes. Click here for information on our services and contact info for accessing them.

Our Prepare for Release (I-CAN) program is offering transportation for those released. Contact the hotline number at 347-510-3436.

Our Outreach team is accepting new referrals for individuals in the community on parole and for individuals detained on violations of parole. Contact Denisha Rapier at 929-487-9480 or drapier@fortunesociety.org.

Our Care Management Unit is accepting new enrollments and providing connections to healthcare, mental health and substance use treatment, Medicaid activation/reactivation, and medical transportation. They are also providing connections to parole mandates, 2010e application assistance, and connections to home and community-based services for those who qualify. Our housing units are currently at capacity. If you are experiencing homelessness and need immediate shelter, the Coalition for the Homeless may be able to help if you leave a message at their crisis hotline: 212-776-2177.

We are currently unable to coordinate prescription refills. Contact the Correctional Health Services Point of Reentry and Transition Practices (PORT) at 646-614-1000 or email CHSPORTline@nychhc.org, who may be able to help you with prescriptions.

Probation and Criminal Court

All New York State Courts are closed, with some exceptions.

All probation meetings are now conducted electronically. Visit the NYC Probation Website for more information.

If you have a pending criminal matter and you are out on bail or ROR, you do not have to appear in court. New appearance dates will be sent.

If you have a loved one who is incarcerated in New York:

All visits to Correctional Facilities are suspended. The Department of Corrections and Community Supervision (DOCCS) is allowing incarcerated people one free phone call, two free electronic messages, and five free postal stamps per week. 

New arrests and arraignments will be processed by video conference

Cash Bail and Court & Trust walk-in services for cash bail and court & trust at the Manhattan Business Center at 66 John Street have been suspended. Visit the Cash Bail or Court & Trust Funds pages for more information.

New York State is waiving the 7-day waiting period for Unemployment Insurance benefits for people who are out of work due to COVID-19 closures or quarantines.

Food and Nutrition

Free meals can be delivered to seniors through the NYC Department for the Aging. Call Aging Connect at 212-AGING-NYC (212-244-6469) or 311.

If you cannot go out to get food, no one can bring you food, and you are unable to use private delivery options, NYC is offering Food Delivery Assistance.

If you’ve been impacted by COVID-19, here’s a comprehensive guide on what benefits you may be eligible for.

Read a guide on SNAP, Cash Assistance (CA), and managing your case during COVID-19 in multiple languages. 

Create an ACCESS HRA account online, which will allow you to apply for certain HRA benefits, submit documents for your application, manage your case, and more. Note: All in-person HRA appointments have been cancelled, and recertifications for SNAP and Cash Assistance are postponed. If you have a recertification currently scheduled or one that will be due, you do not need to recertify and your benefits will continue. You will receive a letter telling you when to recertify.

Social Security Administration (SSA) offices are closed. Here’s an FAQ from SSA on Social Security benefits, SSI income payments, and available SSA services during COVID-19.

All residential evictions in NYC are suspended through August 20th.

Most Housing Court actions in NYC have been postponed, and people will receive new appointment times in the mail. However, housing courts in NYC are still open for emergency cases such as repair orders, serious housing code violations, and illegal lockouts. The Housing Court Answers hotline at (212) 962-4795 can help you with housing court procedures, landlord and tenant rules, and referrals for legal help.

Resources for NYCHA residents

If you are able, download the MyNYCHA app to complete transactions and manage tickets virtually.

NYCHA residents who have experienced income loss can request rent reductions through the NYCHA self-service online portal or calling the Customer Contact Center at 718-707-7771. 

Resources for Section 8 housing tenants

Section 8 housing tenants in NYC with hardships paying rent due to income loss may contact the NYC Housing Preservation and Development at DTRAI@hpd.nyc.gov or by fax at 212-863-5299.

Healthcare

Enroll in Medicaid through HRA’s Medical Assistance Program. Note: During the COVID-19 emergency, no Medicaid cases will be closed for failure to renew or failure to provide documentation. Any case that is closed for failure to renew or failure to provide documentation will be re-opened and coverage restored to ensure no gap in coverage. 

Enroll in Medicaid or purchase an insurance plan through the New York State of Health Marketplace.

Enroll in health insurance with a specialist through GetCoveredNYC.

Determine your eligibility for Emergency Medicaid, which typically covers emergency situations but now covers COVID-19 testing.

    If you’re an essential worker or have loved ones who are, NYC Worker COVID Care Network is offering free mental and emotional support.

    Trans Lifeline connects trans individuals to support and resources: (877) 565-8860

    The National Sexual Assault Hotline provides 24-hour support for survivors of sexual assault. Trained staff can be reached at (800) 656-HOPE (4673) and through chat.

    Domestic Violence Support

    The National Domestic Violence Hotline has advocates available to have confidential conversations with survivors of domestic violence. Advocates are available 24 hours per day and can be reached at (800) 799-SAFE. Survivors can chat with advocates here or text LOVEIS to 22522. Hotline is available 24/7 in more than 200 languages. All calls are free and confidential.

    VIP Mujeres has a free bilingual domestic violence hotline (Spanish/English), as well as resources, temporary shelter and legal support: 1-800-664-5880.

    Her Justice Legal Helpline at (718) 562-8181 for advice and counsel on emergency domestic violence cases

    The National Deaf Domestic Violence Hotline has advocates available 24/7 for crisis intervention, education, information and referrals for Deaf, DeafBlind, DeafDisabled callers. This hotline has online chat, video call, or email options.  Reach them at nationaldeafhotline@adwas.org or video call at 855-812-1001.

    Resources for Immigrants and People Who are Undocumented

    All New York immigration court non-detained hearings between now and May 1st are postponed. New hearing dates will be sent.

    Undocumented individuals can enroll in Emergency Medicaid through the Marketplace, which typically covers emergency conditions but now covers testing, evaluation, and treatment for COVID-19. 

    Regardless of immigration status, low-income people can access free or low-cost health care at New York City Health + Hospitals locations and enroll in the Health + Hospitals Options program at 844-NYC-4NYC.

    Information on how the Public Charge rule affects Medicaid recipients. Medical treatment or preventive healthcare services related to COVID-19 will NOT be included under the public charge rule, even if you do so through Medicaid.

    Finance and Taxes

    The deadlines to file and pay federal income taxes are extended to July 15, 2020. File your federal taxes for free
